I have found some interesting websites, this website that let you do everything fro making your own comics to learning how to do anything.
Comiqs You don’t have to be an artist to make your own cartoon strips with Comiqs. All you need: some digital photos or graphics.
This comics-building tool-cum-social network was started by Singaporeans, Michael Lim and Bob Wang. You can pull the photos from your computer and even Flickr account if you have one, with just a few clicks. It is very easy to use.
It also provides all the other elements you’ll need, such as frames, speech bubbles of all sizes and shapes, and also customizable forms that you can format. Just drag and drop to add these to your comics strip.
Finished works can be published on your blog, or share them with Comiqs community. However, this system seems support Flickr users more and the process of publishing takes longer time to load.

Weebly This is a web creation tool that simplifies webistei and blog creation into a couple of steps only – basically just drag and drop.
Users can choose sites from page-design templates, then add in content such as pictures from Flickr, or Photobucket photos, YouTube videos and even Google maps by just dragging and dropping them into the page.
For the more adventurous, there’s also a custom HTML editor for simple coding. But you will only need if f you want to add bells and whistles such as music or games. Another good thing about Weebly, it provides free hosting for those sites, too.
